The Forest Code of Russian Federation, adopted in 2006, turned the russian forest into movable property, abolished a system of foresters, able to detect starting fires and quickly put out fires, eliminated centralized aviation forest protection and greatly bureaucratized state administration in this industry.

Tens of thousands of people who lost their jobs in the Russian forestry during the new сode are people whose strength, experience and knowledge were not enough to keep the situation with forest fires in control during the hot summer of 2010.

The Nizhny Novgorod region turned out to be one of the most seriously affected regions. The area of ​​the forest destroyed by fire is determined by hundreds of thousands of hectares, eleven settlements fell into the zone of fire spread. 

On Thursday, July 29, 2010, the village of Verkhnyaya Vereya, formerly called Giblovka due to the proximity of dense forests and marshy peat bogs, burned down entirely due to the spreading forest fire.
